This is a bit of a bizarre decision considering head coach John Harbaugh said Worrilow was "excited" to play when he spoke with the linebacker Friday night, per Jonas Shaffer of The Baltimore Sun. It's possible the 29-year-old could return to the NFL after he's fully healthy considering Worrilow was reportedly still dealing with symptoms stemming from a 2018 torn ACL, but that seems unlikely after multiple years of lackluster play.

Paul Worrilow: Struggles to return from injury
Worrilow, who was released by the Eagles on Sunday, noted that he has struggled to return to full health following his ACL tear last year, Les Bowen of The Philadelphia Inquirer reports.
After suffering a torn ACL during 2018 OTAs, Worrilow spent his entire first season with the Eagles on injured reserve. The veteran noted that he was still not doing well heading into the 2019 campaign, as he failed to take the field for training camp this month due to knee swelling.

Worrilow has been sidelined since suffering a torn ACL in May of 2018, and it's unclear if the injury had anything to do with his release. The Delaware product still doesn't have a timetable for a return, which indicates he's still ways away from a return.
