The shocker of the Browns inactives is FB Owen Marecic, who has been active all season. It is unknown if he sustained an injury prior to the game, but he was a full participant in practice throughout the week.
He has dropped all four passes thrown to him this year, but coach Pat Shurmur has praised his blocking. In addition, his absence leaves the Browns without a pure FB against the Chargers. TE Alex Smith is active, so he can serve in that role.
