There is no longer any doubt about it, the Jacksonville Jaguars have a quarterback controversy.

David Garrard will make his second consecutive start, even though Byron Leftwich says he is healthy enough to play, when the Jaguars host the Tennessee Titans on Sunday.

Garrard started in place of the injured Leftwich for the first time this season last Sunday, leading the Jaguars (4-3) to a 13-6 win in Philadelphia.

Despite declaring himself ready to play this game and saying he practiced without pain Wednesday, Leftwich said he was told by coach Jack Del Rio that Garrard would be starting this week.

"All I know is that I was told I won't be the starter on Sunday," Leftwich said. "So now is the time to get the ankle healthy. But me personally, I'd be lying to you if I said I couldn't start. I feel I could go out there and play well, but we'll see."

A sore left ankle kept Leftwich on the sidelines against Philadelphia, and on Thursday he was downgraded to questionable for this week's game.

"I'm just trying to figure out what's going on," he said. "Right now, it's just frustrating because I'm missing an opportunity to play when I feel as if I can play."

Del Rio has repeatedly said that Leftwich, if healthy, would be the starter. Even Garrard sounded puzzled by the coach's decision.

"It's hard for me to say anything because no one is being definitive on anything - if it's Byron's health, it's performance or whatever," Garrard said. "I can't give you any explanation on why all of this is occurring. Until someone with greater power than me can tell you, I can only say I'm not sure."

Last Sunday's victory improved Garrard's record to 5-1 starting in Leftwich's place over the past two seasons. That record includes a 40-13 victory over the Titans on Jan. 1 in the most recent meeting between these teams.

Garrard completed 10 of 17 passes for 87 yards last week at a windy Lincoln Financial Field, relying on a running game that had a season-high 209 yards.

"I thought he played solid," Del Rio said. "We didn't require him to throw the ball a lot. Down the field was going to be difficult because of the wind. I thought he made plays to help us win. He did a nice job."

Some Jacksonville fans are wondering if the team would be better off with Garrard.

Leftwich has lost three of his last four starts, throwing for only 662 yards while completing less than 54 percent of his passes. He has seven touchdown passes and five interceptions this season.

Garrard, a fifth-year backup, has not committed a turnover in any of his past five starts while completing more than 61 percent of his attempts.

Garrard now hopes to take advantage of one of the worst defenses in the NFL. The Titans are allowing a league-high 372.3 yards per game and giving up an average of 25.6 points to rank 29th.

Unlike Jacksonville, the Titans (2-5) have no uncertainty as to who their quarterback should be. Rookie Vince Young goes into Sunday looking to win a third consecutive start.

Young threw for one touchdown and ran for another to help Tennessee to a 28-22 win over the Houston Texans last Sunday.

It gave the Titans back-to-back wins for the first time since a three-game winning streak from Dec. 14-28, 2003, during the last season in which they made the playoffs.

"We saw some good things out of a number of players and have seen individual areas of improvement," Titans coach Jeff Fisher said. "We take the win, but improving is going to certainly be a priority for us this week."

The third overall selection in April's draft, Young has gone 2-2 as the starter since replacing an ineffective Kerry Collins.

Young had only 87 yards passing last week and has yet to throw for 200 in any game, but he did rush for 44 yards against Houston and did not have an interception for the second straight week. He was picked off three times in his first two starts.

Adam "Pacman" Jones, the Titans' first-round selection in 2005, will not be available Sunday after the team suspended him for one game as punishment for his long list of off-field incidents.

Jones also faces potential punishment from the NFL for violating its personal conduct policy following his most recent run-in with the law, a misdemeanor assault charge. He was sited the day before last week's game, and Jones still came through with his first career interception and returned a punt 53 yards for a touchdown.

"When he leaves this building, he needs to make better choices," Fisher said.

Fisher has taken a firm stance with his team this season, suspending three players for incidents away from the field. Linebacker Robert Reynolds sat out the victory over Houston after being charged with domestic violence in Ohio last week.
